
Key Information Highlights
1. NEC Meeting Held at UHAS
The National Executive Council (NEC) of UTAG held its statutory quarterly meeting at the University of Health and Allied Sciences (UHAS), Ho, on 18 June 2026 to deliberate on members’ welfare, governance issues, and the advancement of higher education in Ghana.
2. UTAG Commends Launch of Ghana National Research Fund
NEC welcomed the launch of the Ghana National Research Fund (GNRF), describing it as a significant milestone for research, innovation, and academic development in Ghana.
3. Strong Concerns Over Delayed Conditions of Service
NEC expressed grave concern over delays in implementing agreed conditions of service and resolving welfare issues affecting university teachers. Key concerns include:
- Delay in signing the Interim Salary Adjustment Agreement.
- Outstanding Online Teaching Support Allowance (OTSA) payments.
- Unpaid promotion arrears.
- Delays in Book and Research Allowance payments.
- Unresolved post-retirement contract and rollover issues.
- Unpaid salary arrears for affected UniMAC staff.
4. Government Given June 30 Deadline
NEC has given Government until 30 June 2026 to resolve all outstanding conditions of service and welfare issues, including:
- Signing and implementing the Interim Salary Adjustment Agreement.
- Settling promotion and salary arrears.
- Paying outstanding OTSA.
- Processing the 2026 Book and Research Allowance.
- Resolving staff rollover and post-retirement contract challenges.
5. Possible Industrial Action
UTAG warned that if Government fails to address these matters by the deadline, all UTAG branches have been directed to consult members and obtain mandates for appropriate industrial action in accordance with the UTAG Constitution and the Labour Act.
6. Progress on Pension/GUSSS Unification
NEC received a positive report on the Pension/GUSSS Unification process and reaffirmed its commitment to securing a fair and sustainable pension regime for university teachers.
7. Strengthening UTAG Governance
NEC endorsed measures to:
- Enhance collaboration with sister unions and stakeholders.
- Improve coordination among UTAG branches.
- Protect UTAG’s integrity, independence, and leadership role within Ghana’s tertiary education sector.
8. Commitment to Dialogue
UTAG reiterated its commitment to dialogue and constructive engagement while urging Government to honour all negotiated agreements to preserve industrial harmony in public universities.
